Ministry of Environment and Forests (MoEF), Government of India is the nodal agency to address the Issues related to management of Waste of Electrical, Electronic Equipments (WEEE) and Restrictions of Hazardous Substances (RoHS) . MoEF has notified (S.O. 1035) the Electronic wastes (Management and Handling) Rules, 2010 on 12th May 2011 to address the Safe and Environmentally Friendly Handing, Transporting, Storage, Recycling of Electronic Waste and also to reduce the use of hazardous substances during manufacturing of Electrical and Electronic equipments.

These are the first ever-exclusive rules on Electronic Waste in India. The chapter V of the rules has also covered the reduction in the use of hazardous substances in the manufacture of the Electrical and Electronic equipments. This rule has been enacted from 1st May 2012 and rules relating to RoHS has come into effect from 2014. The electronic wastes (Management and Handling) Rules, 2010 address reduction in the use of hazardous substances in the manufacture of Electrical and Electronic equipments.

Every producer of electrical and electronic equipment as notified, shall ensure that, new Electrical and Electronic equipment do not contain Lead, Mercury, Cadmium, Hexavalent Chromium, Poly-brominated diphenyls or Ethers: Provided that a maximum concentration value by weight in Homogeneous materials for Lead ( < 1000ppm), Mercury(< 1000ppm), Hexavalent Chromium(1000ppm), by weight in homogenous materials for Cadmium(< 100ppm)PBB(< 1000 ppm)and PBDE(< 1000 ppm)by mass in any homogenous substance shall be permitted.

BTHPL undertakes RoHS and WEEE related compliance testing for Electrical & Electronic products and accessories with the help of Non-Destructive Screening Methods using Compact Energy Dispersive X-Ray Fluorescence Spectroscopy (XRF). The RoHS Testing Experts at BTHPL will be able to analyse for all restricted substances to verify their presence to assist and enable end-products meeting the requirements without causing any disruption in the functioning of the equipment/production.

Following are the directives for WEEE & RoHS:

1. The list of applications exempted from provisions of the rule is provided in Schedule-II.
2. The components of Electrical and Electronic equipment manufactured or placed on the market six years before the date of commencement of these rules are also exempted.
3. Imports or placement in the market for new Electrical and Electronic equipment, which are compliant to rule, shall only be permitted.
4. Manufacture and supply of electrical and electric equipment used for defence and other similar strategic applications shall be excluded from the rule.
5. Such reduction in use of hazardous substances in manufactured or imported electrical and electrical equipment shall be achieved within a period of two years from the date of commencement of these Rules, 2011.
6. In the event of a reduction in the hazardous materials used in the electrical and electronic equipment, the detailed information on the constituents of the equipment, need to be provided in the product information booklet.
7. With the help of the state-of-the art analytical equipment- Electron Dispersive X-ray Fluorescence Spectrometer (EDXRF), all the industries will have the opportunity to make use the competitive test facility available at BTHPL to meet the RoHS compliance. This will also enable on good manufacturing practices by reducing the hazardous substances in their products, which enables the clean environment, Sound E-Waste management as well as compliance to RoHS & WEEE.

BTHPL also conducts third conformity inspection on RoHS compliance at client’s site without causing any disruption in their manufacturing process. This would give an innovative advantage over the other service providers based on our on-site Conformity Reports, Inspection reports and Verifications for self- declaration. The documentations issued, would enable obtaining the approvals from the regulatory agencies as required for RoHS compliance.
